Attach Cessation Crystal to 1 of your Pokémon (excluding Pokémon-ex) that doesn't already have a Pokémon Tool attached to it. If the Pokémon Cessation Crystal is attached to is a Pokémon-ex, discard this card.
As long as Cessation Crystal is attached to an Active Pokémon, each player's Pokémon (both yours and your opponent's) can't use any Poké-Powers or Poké-Bodies.

Oops, missed this one
Heh, I missed this week, but rather late than never!
Ok, you've heard of this card from Kingler's COTW. So what does it do... Hmm... If attached to an active Pokémon, no one can use PokéPowers or Bodies. Ok, I see some upsides... But the MAJOR downside is that it wipes your own Powers/Bodies clean. It's great against those Power/Body-heavy decks, and great against that "Versatile Mew EX"
BUT, you can't use this card if you-yourself have a Power/body-heavy deck! Take part of my deck for example. I use Dragy's Delta Charge, and well, I can't use Delta Charge when I have an active Pokémon with a Cessation Crystal on it, meaning that all that un-used energy is stuck in the discard. True it may put your oppenent into a stand-still, but if you have a very good Power/Body-supported deck, it makes you play clean as well.
My Suggestion is to use it when you have no choice, but to use it, in situations such as:
An EX with a VERY POWERFUL Power/Body
An EX that will whoop your butt if you don't stop it's Power/Body (or any that's helping it from the bench)
Stopping your opponents Power/Body Line, even if that means stopping any you have
All-around just stopping your opponent from getting any farther with Power/Bodies in effect.
This is an ok card, it's actually (in my opinion) VERY good, Even -I- would use this card, but since I have mostly Power/Body-heavy decks, I can't ^^;; But I have a couple where it isn't so Power/Body-heavy and with the Cessation Crystal at the right time, it could take out a lot of those Body/Power-heavy decks ^_~ So it is good, don't get me wrong. You just need to find the right kind of deck to put it in.
