When you stop by the Pokemon Center, Bill will show up from the Pokemon Center's second floor and will introduce himself to you. He says he does the computer systems here for Pokemon storage, talks a bit, says some stuff about Lanette from Hoenn, then leaves. Cool, sure, but what's really cool is what he'll give you if you follow him back to your house...!
If you go back to Bill's House in Goldenrod City after he's introduced himself at the Pokemon Center, Bill will be there and he'll give you a free Eevee (at level 5) if you talk to him. How can you turn that deal down? Go back and get one right away!
If you enter the Dance Hall directly to the north of the Pokemon Center, you'll see another kimono girl along with a Rocket Grunt dancing on stage. That doesn't look good no matter how you spin it, so go up there and do something about it right away!

The Rocket Grunt is really easy, and after beating him, he'll run off. That was pretty simple. Too bad they got rid of the awesome Kimono Girls that had the set of Eeveelutions from back in Gold and Silver. They were cool. Oh well.
After that, as you try leave the stage, a gentleman from the audience will come up to you and give you HM03 (Surf) for your fantastic performance. It's an awesome Water-type move, but you won't be able to use it outside of battle until you've earned the Fog Badge in the Gym.
Speaking of the Gym, if you try go there now, you'll notice that no one is blocking it for a change. Unbelievable! However, your dreams will quickly fall apart when you actually enter the Gym, because you'll be pushed out by a guy saying that — of course — the Gym Leader isn't here. Great. So now what do you do? Check out the Burned Tower up on the northwestern side of town, that's what!
