Despite his somewhat feminine appearance and the fact that he uses all female Pokemon, Will is actually a guy. Yeah, just like Bugsy. These weird Johto people. Anyway, Will is the first of the Elite Four and he uses a bunch of Psychic-type Pokemon. All of them are equipped with the powerful Psychic-type attack, Psychic, and all of them are part-Psychic-type. However, they each have a complementary type in addition to Psychic, so you may be able to exploit those weaknesses instead.
The first Xatu Will sends out (he has two) likes to start off the fight with U-Turn to hit for a fair amount of damage and then switch out for another of his Pokemon, so don't count on actually knocking Xatu out right away unless you hit it with a strong attack. It can also use Me First to copy your attack, strike before you, and hit you with that attack.
Jynx isn't too difficult, but Lovely Kiss can put you to sleep. Psychic is the only really threatening move it has, as its other moves are all Physical-based and Jynx has pretty low Attack.
Slowbro can be very annoying if you give it time to set up. It has both Curse to raise its Attack and Defense (while lowering its Speed) and Amnesia to sharply raise its Sp. Def. It can set those up and prevent your attacks from doing a lot of damage. Try hit it with anything it's weak to as quickly as possible to avoid giving it much chance to set up.
Exeggutor can also put you to sleep, but Psychic is still the main pain-bringer. It's mainly there for support, so again, try take it out right away.
Lastly there's his second Xatu, which is more attack-oriented. It has a Sitrus Berry to heal itself if it gets weak, in addition to whatever Full Restores Will gives it.
Shadow Ball or Dark Pulse are both great moves (that are learned from TMs you should have obtained) against all of Will's Pokemon. Otherwise his team has a pretty fair weakness to Electric- and Ice-type attacks.
After beating Will, heal up your Pokemon with any form of Potions (start with Potions and Super Potions and save your stronger stuff for in-battle) head into the next room to fight the second of the Elite Four...

Koga is the master of Poison-type Pokemon, and all of his Pokemon — save for one — are part Poison-type. Poison-type Pokemon have only two weaknesses, and those weaknesses are Psychic and Ground. Thankfully your Fire-type and Rock-type attacks will all be pretty effective here as well.
The first Pokemon Koga sends out is his Ariados, which isn't much of a threat at all. The worst it can do is Poison Jab for a fair amount of damage. Spider Web, which prevents you from switching, is probably the most annoying thing Ariados can do, so make sure you switch to the appropriate Pokemon to take it out on the first turn if it's not already out, otherwise you may be unable to.
Forretress is a huge tank, being an unusual mix of Bug- and Steel-types and also boasting massive Defense. Keep Physical-based attacks away from this bug thing and try roast it with Fire-type attacks instead. If that doesn't work, something generic like Thunderbolt or Surf — both Special-based attacks that aren't resisted by Steel — will take it out before too long.
Muk is another pain as it can Minimize to raise its evasion, turning your attacks into a coin flip against it. Try hit it with a strong Earthquake or Psychic to take it out quickly before it has a chance to cripple you with its other disruptive attacks.
Don't let his Venomoth confuse you — though it looks like it's part-Flying-type, it's actually just Bug/Poison-type, so don't go crazy with Thunderbolt or Avalanche just yet. Though, since Bug is resistant to Ground, you might want to pick a different move other than Earthquake, too. It's mostly annoying, though, so it shouldn't do much damage to you.
Lastly comes his Crobat, which is very fast, has fair defensive stats and HP, and will try Double Team to completely avoid your attacks. Now's the time to hit it with whatever you've got to take it out! It has a lot of weaknesses: Psychic, Rock, Electric, and Ice, and you're bound to have one of those types in your arsenal, so use that to take it out.
That should take care of Koga. Make sure you use Antidotes or Full Heals throughout your fight to heal your Pokemon's status and also heal them after the fight so they're in top condition for the third member of the Elite Four...

Unlike the last two of the Elite Four, Bruno's team is almost exclusively Fighting-type — no confusing second types to help your type matchups. If you don't have any strong Psychic- or Flying-type attacks, you'll just have to tough it out by using your strongest attacks. Most of his Pokemon have much lower Defense than Sp. Def, so Physical-based attacks are still the way to go.
By the way, Ghost-type Pokemon like Haunter, Gengar, and Misdreavus will mop the floor with Bruno.
Anyway, the first of his Pokemon is his Hitmontop. Be careful around it, because it has Counter, which will cause it to go second and then, if it was hit by a Physical-based attack, it will strike you for double that damage, potentially knocking out your attacker! Not good! Starting with weaker attacks to soften it up or using that time to set up might be a good strategy, or just stick to Special-based attacks against it. Also, there is absolutely nothing Bruno can do against Haunter or Gengar, so you're free to set up and take it out however you want.
His Hitmonlee has a lot of Attack power and some interesting moves. It'll probably use Focus Energy to raise its chances of getting a critical hit, which you'll just have to hope doesn't happen. Hi Jump Kick (hi!) will hit Hitmonlee for some damage if you can avoid the attack with Fly or Protect or something, but it's not reliable. It doesn't have a lot of Defense, so one shot of Fly should be enough to take it out if that's what you're using.
Hitmonchan is another story, though. It has fair defenses (both Defense and Sp. Def) and it also has a wide variety of moves in its arsenal. It has all of the Elemental Punches plus Bullet Punch for some extra speed. Flying-types have to be cautious of Ice Punch and Thunderpunch, so try use Psychic-types if you've got 'em. Other types that shouldn't be affected by Hitmonchan are Fire- and Normal-types (no Fighting-type moves!), so feel free to send those in against Hitmonchan.
Then, Bruno sends out an Onix for some real reason, and other than having decent moves, it's just like any other old Onix and you shouldn't need much strategy in taking it down. Surf, good game. Or Petal Dance, good game. Or probably even Psychic and good game.
Last up is Bruno's fierce Machamp, which has a huge amount of Attack and its attacks will never miss thanks to its ability. It has Foresight, too, so Gengar may be vulnerable (though it'll still take only half damage thanks to its Poison-type). But just watch out, because its Fighting-type moves like Cross Chop and Revenge hit really hard! Burning it or just affecting it with any sort of status condition will really help, but see if you can focus on taking it down in two shots. If you can, you're in great shape.

Karen's Dark-type Pokemon are also complemented with two non-Dark-types that may pose a threat, though they both share a Poison-type, so your Psychic-types can come out to play if you've got any.
She'll start off with her Umbreon, which has a lot of defensive stats and Double Team to make taking it down even more difficult. If you have any attacks like Swift or Aerial Ace, they'll obviously come in handy, but otherwise just keep striking it with Fighting- or Bug-type attacks until you get through Double Team. Thankfully it lacks offensive attacking power.
Gengar is a bit of a pain and it may pull down your Pokemon with Destiny Bond. The turn it uses Destiny Bond, make sure you don't attack it (unless it's too late for that, thanks to Gengar's high Speed) and wait a turn for Destiny Bond to wear off. Otherwise you'll just wind up losing whatever Pokemon you were using to take the ghoulish fiend out with. It also has Focus Blast, a fairly inaccurate Fighting-type attack that may hit fairly hard if it hits.
Vileplume, like Gengar, lacks a Dark-type. You should know how to take out Gloom by now thanks to Team Rocket, and Vileplume isn't that much more challenging. Fire-, Ground-, Ice-, or Psychic-type attacks will put it in its place pretty quickly.
Karen's Murkrow isn't very difficult either. It lacks defensive stats and, though it will probably get in a fair hit on you, you should be able to fry it fairly easily. Forget the fact that it's Dark-type and just focus on exploiting its Flying-type weaknesses, since that's all it's vulnerable to.
Last up is her Houndoom, and you have to be very careful around this thing! It's Dark/Fire-type and has fairly fragile defensive stats, but it can hit really hard and it's pretty fast, too. What makes it particularly deadly is the fact that it has Nasty Plot, which raises its Sp. Atk two stages! It doubles its Sp. Atk the first time it uses it, meaning it is going to be hitting you HARD with either Dark Pulse or Flamethrower. It can easily one-hit KO your Pokemon if it pulls off a Nasty Plot. Unfortunately there's nothing you can really do against it once it gets set up, so try take it out as quickly as possible with moves like Surf, Earthquake, Rock Slide, or Cross Chop.
After beating Karen, you'll have beaten all of the Elite Four. All that's left for you to do now is take on the Pokemon League Champion...
If you have X items like I recommended buying (or you can accept losing money in case the Champion is just too difficult to beat), go ahead and save your game now (or when you head into the next room). If you're just going for the longshot, well, just go on through and do your best!
