Important!

If you have not beaten the Kimono Girls in the Dance Hall after getting the Rising Badge (8th Badge) and getting the Master Ball from Professor Elm in New Bark Town, you will not be able to catch Ho-oh on top of the Tin Tower! Make sure you have done these things before climbing to the top!

Tin Tower is a pretty darn tall tower, towering a mighty 10 floors tall (11 if you count the top of the tower, where Ho-oh resides). You'll have to jump across some one-way ramps in order to get through the first few floors, with it becoming a lot more mazelike as you reach the middle of the tower.

Near the top of the tower, you'll start running into warp tiles, which will warp you to other parts of the tower. You'll need to find the right warp tile to lead you into the area in the middle of the 9th Floor so you can climb the ladder up to the 10th Floor and then up to the peak of the tower.

At the peak of the tower, you'll find the five kimono girls ready to perform a ritual to summon the tower's guardian, Ho-oh. Talk to them (you don't need to worry about saving just yet as long as you have at least 30+ Ultra Balls) and they'll begin their ceremony in a really cool scene showing Ho-oh flying around the tower and landing.

That's it, Ho-oh is right in front of you! Take a few steps forward, save your game, and get ready to take on one tough Legendary Pokemon! Press A in front of Ho-oh to begin the battle!

Beware, because Ho-oh is a very difficult Legendary Pokemon to battle against! It will do a lot of damage with Fire Blast or its signature move, Sacred Fire, but this damage becomes unbearable if it uses Sunny Day, which will boost the damage output of those two attacks by 50%! It's likely enough to knock out any of your Pokemon in one hit if it gets the Sunny Day going.

You can counter with Rain Dance to weaken Ho-oh's Fire-type attacks, or use a Pokemon with Flash Fire like Flareon or Arcanine to absorb the Fire-type attacks entirely. Extrasensory is still a threat, but not a significant one.

Try and weaken Ho-oh with your strongest Water- or Electric-type attacks (Rock-type attacks are 4x effective, so you want to be careful using them so you don't knock it out) and then either paralyze it or put it to sleep (if you can). Then just chuck as many Ultra Balls or Dusk Balls (if it's night out) as you can.

You may want to use your Master Ball against Ho-oh if you're having difficulty. This is entirely up to you whether you want to do this or not. You only get one Master Ball in your game (unless you get really lucky in the Lucky Number draw or trade for some with other players), but Ho-oh is very helpful against the upcoming Elite Four, so you may want to make sure you catch it.

One strategy to catch Ho-oh is to wait until dark (or set your DS clock to 18:00 or so), weaken it a bit, paralyze it, and then just chuck as many Dusk Balls at it as possible. Dusk Balls have the best catch rate (4x that of a normal Poke Ball), so you'll be bound to catch it if you keep it up. If it takes you more than 20 or 30 or so, just reset and try again. You'll catch it eventually if you use that strategy.

Also, if you don't want Ho-oh right now, you can just knock it out! It's a bit tough to take down, sure, but if you're focusing all of your efforts on battling it rather than catching it, it should be doable. After knocking it out, you can come back here after you've beaten the Elite Four and the League Champion for another chance to catch it.

The choice is yours when it comes down to catching Ho-oh or how badly you want it. It's an extremely powerful Pokemon, it can learn a ton of TM moves, and it's extremely helpful against the Elite Four. It's your call.

After fighting Ho-oh, there isn't any special scene or ceremony. Just leave and head back to New Bark Town, where you will be free to cross the water east onto Route 27, with or without your new Ho-oh.
